Can a park ranger do this?

My friend was pulled over like 2 minuets getting into his car after a hockey game by a park ranger at a city park, not a state park. He told my friend he smelt weed and told my friend to get out of the car. I know for a fact my friend does not smoke because his job requires a drug test every 2 weeks. There was a pinch of weed in a pill bottle he said he found in the center console. This is the important part so I'm putting it in all caps. THERE WAS ALSO A SHAVING KIT THAT WAS ZIPPED UP IN A BLACK BAG IN THE BACK SEAT OF THE CAR. THE PARK RANGER WENT AROUND TO THE BACK OF THE CAR WHERE HE TOLD MY FRIEND TO STAND AND ASKED HIM IS THIS YOURS? HE WAS HOLDING THE PILL BOTTLE IN ONE HAND AND THE NOW UNZIPPED BLACK BAG IN THE OTHER. Can my friend use the fact he unzipped the black bag in court to get all charges dropped for a wrongful search and seizure?
