CACLS command in pure 16-bit dos without GUI?

The Command Prompt looks like MS-DOS, but it is not MS-DOS. You cannot run CACLS under MS-DOS. Create a Windows PE live CD for example and run CACLS from there or repair your installation of Microsoft Windows by booting of the installation disc.
